Configure accordingly here under Apps/Group Photo App and there set the ACL.
And you have a wrong ACL user setup anyway which avoids album creation.

And the problem of not being able to create a new album basically comes from your setup which is having a menu-item per group. this avoids the correct url-creation to load the form altogether.
Your whole Social setup is a mess, dear.
When i deactivate the menu item, album creation works as intended.
Please use the toolbar on all sites instead of creating menu-entries for every group.
