Allowing users to cancel their ongoing recurring subscription is depend on the payment provider. It is whether the payment provider supports the recurring cancellation through API and NOT all payment providers support recurring cancellation through API.
You can check this ability in the payment method app configuration. If the selected payment providers support it, you'll be able to see Allow Recurring Billing Cancellation option. Otherwise, this option will not be visible.
Note: If the payment provider doesn't support recurring cancellations, users would need to cancel their subscription from the payment provider account itself.
For example, PayPlans Stripe supports recurring cancellations through API. You'll be able to see the Allow Recurring Billing Cancellation option.
